Implenia JV picked for ‘complex’ US$600 million deep-sea tunnelling project

Swiss-based construction services provider Implenia said it has signed onto a ‘large’ and ‘complex’ tunnelling project in Norway worth CHF 540 million (US$598 million) as part of a joint venture (JV) with Stangeland Maskin, a Norwegian construction company.

The build is part of the Rogfast project commissioned by the Norwegian Public Roads Administration. The JV was awarded an initial contract for the scheme in early 2023 worth CHF 375 million ($415 million).

That contract was split 80/20 between the two firms, with Implenia receiving the larger share. The second contract will be split 77/23, making Implenia’s total brought in by the project to CHF 720 million ($797 million).

The second set of works, named the E02 Kvitsøy contract, is considered the most complex part of the Rogfast project, said Implenia. It involves the construction of a nearly 10km (6.2 mi) stretch of tunnel out of the island of Kvitsøy near Stavanger, Norway.

“[It] includes a two-way tunnel of approximately 8.8km (5.5 mi) with a 10.5m (34.4 ft) cross-section extending south and north from Kvitsøy at approximately 230m (755 ft) below sea surface,” said Imlenia.

The JV will also provide interior finishing, technical buildings, pumping stations and other installations, said Implenia.

“Furthermore, the project includes two ventilation shafts, an interchange in the tunnel with ramps and roundabouts, 1.6 km (1 mi) of road in the day zone, along with two bridges and a large marine fill that will be used to create a commercial area,” the company said.

“Implenia will be responsible for the tunnelling and the interior finishing of the tunnel, while Stangeland Maskin will be in charge of the transportation of materials, including sea fill, ground works as well as road construction in the tunnel and day zone.”

Altogether, Implenia estimated the JV is responsible for around 70% of the Rogfast project’s works.

Construction is scheduled to start this summer, with a planned completion date in 2030.
